Cabinet Office freedom of information request #3
This was a successful request for the redacted name of the primary addressee in an email dated 17 September 2002 from Foreign Office Special Adviser Ed Owen.
The email was sent after the second meeting of the dossier drafting group, which took place on the morning of 17 September and was attended by John Williams. It contained comments on the executive summary of the 16 September draft
The Cabinet Office admitted that the individual whose name had been redacted was Pat Barrie, PA/Secretary to Williams.
The fact that Williams was effectively the person to whom Owen directed his comments demonstrates that he continued to be involved in the drafting of the dossier beyond the second drafting group meeting, on 17 September.
Owen's comments were seen by Alastair Campbell, who disagreed with Owen's comment that there were too many bullet points. John Scarlett later told Campbell that "we have looked at the executive summary in the light of Ed Owens comments . While we have not reduced the number of bullet points, we have taken some of his other drafting and structural arrangements ."
